Fung Keong Rubber factory.

I enclose a copy of a report which has been received by the Trades Union Council from the Hong Kong and Kowloon Trades Union Council on the circumstances attending the closing of this factory.

2. The report contains some serious allegations, particularly on page 2, which the T.U.C. here are anxious to be in a position to refute since the report has apparently been given a wide circulation in I.C.F.T.U. channels.

3. In the circumstances I would like to be able to make the true facts available to the T.U.C. as soon as possible and would be glad to know whether you have any additional information to that contained in your telegram under reference.
